We specialize in training, technical assistance, conference and event management, and the integration of technologies and learning management systems to maximize performance and improve operations. Paltech has enjoyed consistent, steady growth in revenue and personnel since its founding in 1987.
Paltech initially specialized in traditional classroom training for government personnel. While providing content-rich course curricula and engaging teaching aids, we realized that there was a growing need for distance learning solutions: computer-based training that could be distributed in CD-ROM format, through agency intranets, and over the Web. Distance learning offered an array of advantages: huge savings in the cost of travel to training centers and time away from work, the opportunity to learn at convenient times, review materials as often as needed, and others.
Based on our outstanding products and quantifiable results: effective and cost-efficient learning for adult workers at all levels, Paltech is now a prime contractor under several key GSA, US Military, and major departmental contracts for training design and development. And though we constantly raise the bar in the area of technology-propelled training, we are also returning in some cases to design and use of traditional classroom training curricula and courses, which still affords advantages for some types of learners.
Paltech’s focus on its core values: customer service, customer satisfaction, and ethical behavior, made such a favorable impression that in some cases, clients who initially came to us for training services began to ask for help in related areas.
For example, divisions within the Department of Health and Human Services sometimes held large conferences to enhance the skills and effectiveness of its program grantees. Paltech formed teams of individuals skilled in conference planning and management to provide this specialized support.
Other customers needed on-site staff to help manage specialized training programs as varied as health initiatives in developing countries and departmental centers (“universities”) for classroom training as well as distributed learning. Here again, Paltech’s effective management, exceptional human resource development team, and hard work won repeat and expanded business.
Military customers, appreciating the graphical and other learning aids embedded in our courseware prompted Paltech to engage in the highly technical specialty of Interactive Electronic Technical Manual production, through which ship and aircraft maintenance and repair can be done better, faster, and much more reliably. This rapidly-expanding area prompted the creation of a new division within Paltech, Gradient eLearning, that provides computer engineering services.
Program monitoring and evaluation was a natural outgrowth of our training, technical assistance and program management services. Having established benchmarks for training results, and helping to design and run training conferences to enhance the performance of those receiving government grants, it was a very logical extension to use our researchers’ talents to monitor and evaluate government-sponsored programs, provide feedback to those responsible for funding, and optimize the results of government-funded programs.
Clearly, none of these developments would have occurred had Paltech not been an outstanding service provider in its original area of expertise: training.
We are also certain that although our focus is, and always has been, improving the knowledge, skills, productivity, efficiency and effectiveness of workers through training and related services, we are equally certain that Paltech will always be pro-active in developing innovative ways to help customers achieve their objectives.
One example is a scientifically proven testing system to determine which employees have the greatest potential for success at senior levels of management, and what training would be most beneficial for such individuals.
Challenge: The Army selected Paltech (one of six prime contractors selected to provide training services for Army personnel) to develop a three-phase interactive set of multimedia course to prepare AVENGER crew members to use this mobile air defense artillery system safely and effectively. Our task included analysis, instructional design, graphic design, programming, quality control, as well as project management duties. The task had to be completed within 12 months, including multiple reviews by Army personnel.
Solution: The Paltech team designed and developed distance learning courseware that includes simulations, drills, case studies, hands-on scenario exercises, video and audio conferencing and email collaboration, all based on careful needs analysis, close collaboration with subject matter experts, close coordination between instructional systems designers and experts in media asset development, meticulous and thorough quality assurance, and multiple forms of validation following implementation of the program. When review proved difficult for widely-dispersed Army personnel, Paltech established an efficient on-line review system.
Result: The project - with more than 300 individual deliverables - is being completed on schedule and within the original budget, with very favorable feedback from our customer. “Your on-line review system is a huge time saver for us!”
